Jakarta, October 2024 – The Government of the Republic of Indonesia has ratified Government Regulation (PP) Number 33 of 2023 concerning Energy Conservation. This regulation exists as a systematic, planned and integrated effort to conserve domestic energy resources and increase the efficiency of their use. With this regulation, all parties, including educational institutions such as Jakarta State University (UNJ), are expected to be able to implement energy efficiency standards in every activity, especially in renovation and new construction projects.

Energy Conservation PP Number 33 of 2023 revokes and replaces Government Regulation Number 70 of 2009. This change shows the government's commitment to expanding the scope of energy users and energy resource users, lowering energy consumption thresholds, and regulating the implementation of energy conservation within the central and regional governments, including developing energy conservation service businesses.

In this regulation, Energy Conservation is implemented through upstream side management (energy resource conservation) and downstream management (increasing Energy Efficiency). In downstream management, which is relevant to construction and renovation activities, this PP emphasizes the implementation of energy-saving behavior and the use of energy efficient technology. The Energy Conservation Program includes, among other things, Energy Management, energy performance standards and energy saving labels, financing, service business development, increasing awareness, increasing human resource capacity, research and innovation, as well as cooperation in the field of energy conservation.

The Role of Jakarta State University in Energy Conservation

As an educational institution that has many buildings and facilities, Jakarta State University plays an important role in supporting the implementation of energy conservation. Article 30 letter d and Article 34 of PP 33 of 2023 specifically regulate Energy Conservation in the building sector. Energy Source Users and/or Energy Users in the building sector that use Energy Sources and/or Energy greater than or equal to 500 tons of oil equivalent per year are required to carry out Energy Conservation activities through Energy Management. The explanation of Article 34 Paragraph (1) states that this category is equivalent to electricity use of 5.8 GWh per year or more, or a building area of ​​20,000 m2 or more, which most likely includes many buildings in the UNJ environment.

Therefore, in every renovation project and new building construction, UNJ is expected to refer to these government regulations by implementing policies that support energy efficiency standards. This can be realized through:

Implementation of Energy Management: Appoint an energy manager, develop an energy efficiency program, carry out regular energy audits, and implement recommendations from energy audits. Use of Energy Saving Equipment: Prioritize the use of Energy Utilizing Equipment that meets minimum energy performance standards and has an energy saving label, as regulated in Articles 13 and 14. Sustainable Building Design: Incorporate green building design principles that maximize natural lighting, cross ventilation, and the use of environmentally friendly and energy efficient materials. Energy Utilization Renewable: Assess and implement the use of renewable energy sources, such as solar panels, to meet some of the energy needs in the campus environment. Increasing Human Resource Awareness and Capacity: Providing technical guidance and disseminating information regarding energy conservation to the entire academic community, as well as increasing human resource capacity in the field of energy conservation through training and certification.

By implementing this policy, UNJ will not only comply with government regulations, but also make a real contribution to efforts to conserve national energy resources, reduce carbon footprints, and create a more sustainable and efficient campus environment. This step will also be an example for other educational institutions in supporting environmentally sound national development.
